Honourable FIDE Congress Delegates! In inviting you all to Estonia, to Tallinn – the Capital of European Law anno 2012 – I cannot help but recall that the capital of Estonia also served as a steadfast bulwark for European law many centuries ago, when the Lübeck Law was the law of the land. At the FIDE Congress in 2012, Tallinn will play host to the most distinguished experts on our common legal space, to the people who have both the opportunity and the responsibility to render the European Union - as a union based on our common law - stronger, more secure and closer to all European citizens. For Estonia it is vital that the Congress discuss those aspects of our common legal system that will guarantee the fundamental rights of all European citizens, provide energy security for the European Union and systematically address the new security risks of the 21st century, in particular in the field of cyber security. As the Head of State of Estonia, I have great respect and admiration for civic activism and in particular for the activities of NGOs. For this reason I am pleased to support the efforts of the associations of European law and the FIDE Congress.
